John, the flowing water is achieved using only shutter speed. The slower the shutter speed, the more blur due to motion of the water. Amount of the effect depends on shutter speed and speed of the water itself. A slight touch of the photocopy filter with a linear burn blend mode was used in Photoshop on the "Tracks" image.Thank you Billy and John for your interest and comments.
